Pepper seedling leaf problem

I started these from seed, potting soil might have been from last year - meaning used and seedling did not emerge so I saved the pot & soil and reused this year.

I think I should destroy this plant so as not to risk infecting my 20 other pepper seedlings? A few other nearby plants have leaves that have a little of it already. For hem I will spray with fungicide, let dry and cut off bad parts.
