Doesn't look abnormal to me, but it's tough to say from a photo like this. What variety of rose is it?

Really? I would have thought it would have actual leaves by now and it doesn’t seem to. Nobody has sprayed anywhere near it but I did mulch it with straw last fall/winter. I’ve heard that some people have had trouble with using straw because the farmer sprayed the wheat with herbicides to kill it before harvesting. I often use straw in my vegetable garden and have never had trouble with it and the tulips in the same bed as my rose that also got mulched did just fine. But I’ve heard roses are maybe extra sensitive?
I also don’t know how common it is that farmers spray their wheat shortly before harvesting. My husband is a farmer but not a wheat farmer!! ☺️

@Ariel, since it's a modern floribunda, you're right - it should be leafed out by now in most climates. I think your straw theory might be something to explore, but if you've not had issues in the past it may not be the issue. Do you have other roses? How does the soil look under the straw?

I can’t quite tell from the picture but they look a bit like they have been chewed off, do you have rabbits? My poor Lyda has been getting chomped on this year and I need to get her a bunny cage.

Another possiblility based on the color of the canes is the soil is too wet and not drying out. I would try pulling back the straw if you no longer need it for protection from frost.

I think I might have meant slugs, not snails, but who knows, maybe it was snails too!! 😄

That’s what I was afraid of. 😢 I guess I know better than to use straw again! Interesting that roses must be so much more sensitive than other plants!!
Do you think there’s any chance it will recover?
