Startfresh House, thank you for your comment. I'm afraid I didn't express myself clearly enough. I heartily oppose any cuts to FEMA funds. Hurricanes, floods, tornadoes, and even a 5.8 earthquake have struck the central part of my state in recent years. I'm perfectly happy to see FEMA funds help those in need. Here's what FEMA pays for (just looked this up for myself): "Disaster assistance may include grants to help pay for temporary housing, emergency home repairs, uninsured and underinsured personal property losses and medical, dental and funeral expenses caused by the disaster, along with other serious disaster-related expenses."

But I must question the wisdom of repeated use of FEMA for rebuilding or restoring properties on or near the coast. Yes, lets save the great cities. Let's also pressure them to enact zoning laws that control over-development and construction on wetlands and flood plains. Nature is talking to us. Let's listen.

@amandadrew I'm sorry to hear that. Yes, the most important thing is to get the space dried out as quickly and as thoroughly as you can in the hope of preventing mold spores from growing. Once you have mold growing, the problem escalates quickly. Good luck!!
