Pollinator shortage - elderberry flowers

I have a couple of elderberry bushes that are full of flowers this year. I know in past years I have seen spotty berry development,. And this year, I'm just not seeing pollinators. Normally I'd have a lot of bumble bees on the Holly when it blooms, but I barely saw a couple and only a few other types of bees. I saw flies on it actually.

So aside from growing plants for pollinators, which I do - I have all those elderberry flowers just opening up - so attracting pollinators with plants doesn't seem to help. Is there anything else I can do to pollinate the elderberry flowers?

Does anyone else have this issue?
