It is safe, just not convenient. I would need to know what the OP meant by "hat location" to answer the question. For all I know, op thinks it is too close to the toilet. Almost every house has a receptacle in a location similar to that under their kitchen sink.
NEC 210.52
(D) Bathrooms. In dwelling units, at least one receptacle outlet shall be installed in bathrooms within 900 mm (3 ft) of the outside edge of each basin. The receptacle outlet shall be located on a wall or partition that is adjacent to the basin or basin countertop, or installed on the side or face of the basin cabinet not more than 300 mm (12 in.) below the countertop.
While it doesn't really meet the newer code's intention of not being more than 12" below the countertop, I dont see a countertop. Even if an inspector decided that a receptacle was required in a more convenient spot, the one under the sink is not prohibited. It would not be required to be removed, and then there would just be two receptacles.
