I like it but I would think it creates liability from the occurrence of trips and falls.

I checked with the designer: www.modernedgedesign.com
As suspected, it's merely a design element. Pretty cool, I thought.

It appears to be a Malm fireplace or some kind of copy (of which there were a few when Malm's Lancer fireplace was really popular). You can find them used on kijiji from time to time or buy a new one. http://www.malmfireplaces.com

It appears to be approx. 10x12x8. Can't be certain because I'm not the designer (just the photographer). I am in the process of trying to connect with her, but as of yet have not been able to.

The torches burn kerosene (Tiki oil), or Citronella oil. You can get it at most any hardware or home improvement store.

    Western Timber Frame
The technical term for this structure is actually a Pergola. Pavilions have covered roofs that are usually pitched, whereas Pergolas have rafters with shade planks on top. However, you'll often find hybrid pergolas that have roofs that can open seasonally (such as a louvered roof), or have cloth or drapes attached to them to provide further shade. The beam profile is not what I would term a Chinese, or Shanghai style. I'll attach a few images of what we call an Oriental style of pergola to this answer. The attached images show a pergola with a double roof system that is both aesthetically pleasing as well as provides functional shade for the outdoor living space.

Please note: this design is trademarked by Western Timber Frame and the construction method is currently patent pending.

Tiki TorchesBamboo tiki torches may have originated in Polynesia, but, like most items we associate with tiki style, they’ve been appropriated and reinterpreted by Western consumers. Today you’ll find tiki torches, which have retained their cachet as a favorite lighting source for backyard barbecues, in the aisles of big-box home improvement stores.

When you think of patio lighting, do your thoughts immediately turn to tiki torches? They’re definitely festive, but they just scratch the surface of the options available.
