Hire a designer. The PNW abounds in very talented garden designers, many that specialize in native plantings. They are really a very modest investment and can save lots of $$ and trial and error.

That is a mighty cold looking 8b. It also looks like a rural setting which should change your design approach, particularly if this is on a large parcel of land. A good naturalistic/native design can greatly reduce the maintenance input in a large rural space. Hire a local designer.

Look at the Four Season garden in the UK. They bought inexpensive plants, then layed them out and worked really hard to keep them small. You would still need a layout or some way to plan that you could see. Making things actually look like nature did it, is very hard and often ends up looking messy...the previous owners did "natural" and we had people ask if we bought a foreclosure, it looked that bad.
