hibiscus sawfly

Gardengal48 has it right. Also known as mallow sawfly. Very tiny black fly with dull red shoulders - hard to believe something so small can cause so much damage. Rose of Sharon is another plant that they love as well as hardy hibiscus.

I used to spray several times through the summer, but I started using systemic around each plant last summer and I think it has helped immensely.
