That’s a question for your Building Inspection Authority. If you read some of the regs you’ll find you may need a permit to change a light bulb. Decks, can be hazardous if not built properly and a liability to the owner. You may want to get a contractor’s help.

Vajra, building codes are mostly local so you need to check with your building dept. to get a correct answer. My guess is yes since there are several safety issues involved in stair cases.
