How do the owners keep the water clear????

Similar pool with a black liner installed March 2014. Size--10' x 5' and about 4' deep. NO FISH. Started with one 96% Brominate tablet and moved up to 3. Problem with algae. Now water is dirty looking even after emptying and refilling. What am I doing wrong????? Thank you!

The solution is in this picture :) If you look in the water you can see a three inch chlorine tablet. Use chlorine..... as much is as needed. Also some pool clarifier would help take any film away. (hope this help)
