They are not exactly the same One is a 55/45 blend of linen and synthetic and the other is a 51/49 blend. The one with the greater amount of linen will feel somewhat stiffer and hang in slightly prettier pleats. Whether or not you would notice or care about his difference I cannot predict. I cannot predict whether or not it would make a nice valance. Is the room traditional? I think that would make a difference of how it would blend with the rest of the furnishings. Also the repeat of the pattern is every 24 inches so your valance would be limited in size by that repeat. Both companies sell samples which would give you a better idea. Check the sample policy. Some companies give you a better price depending on how many samples you order and some give you a small refund if you return the samples.

I should probably get some help from a designer, but I'm having trouble finding one near Chapel Hill, NC, with a portfolio that includes traditional/electic looks rather than predominantly modern neutrals. My kitchen furniture is country French, and I like toile and bright red and blue.
