Rustic Brick and Stone I believe you are talking about the Phormiums (New Zealand Flax) in front. They are pretty popular in CA, especially the Bay Area. There are a number of varieties, but these appear to be bronze. Phormium tenax 'Bronze' - I love the combination with the blue festuca.
Your plant choices expand if you design a boardwalk low to the ground. In this case, you can pretty much work with plants of any height. Just don't impede foot traffic with aggressive, horizontal growers.
