Any tips on how to fix this broken quarry tile?

Our outside stoop has broken quarry tile that is slowly breaking off the corners and edges. Looking for tips on how to fix this or if there is any way to cover it? If we need to call in a pro we will but just wanted to see if we can do it ourselves. Thank you in advance for any help!

Chisel it all off and re-do it. You have enough broken pieces and that slab looks damaged as well.

The concrete underneath is the likely culprit. 60 year old slabs exposed to the weather are not usually in the greatest shape.
