Field Outdoor Spaces Polymeric Sand. It is a sand that has glue in it, you pour it into the cracks dry, sweep it off, and then wet it down and it becomes hard yet not brittle. It is a tricky process so be sure to follow directions.

Have actually used Trex (no gutters) to replace the flooring in a 101-year-old lake cottage, screened porch that is 40' wide. The original Douglas Fir finally gave up after all those summer storms & MN winters. Good product.
We would like to put a screened room under an upper cedar deck as in this photo. - Design details are difficult as it relates to putting a roof on the screened room that won't leak rain from the cedar deck above. Not sure how to design it to get approval and meet building codes. DO NOT want to remove deck or put in solid floor on upper deck. »

I believe its common to install and underdeck drain to accomplish this, but, in my experience, you are correct, there are lots of gotchas as it relates to building permits and design. Best to use consult with experienced designers/contractor.
