We would like to put a screened room under an upper cedar deck as in this photo.

Design details are difficult as it relates to putting a roof on the screened room that won't leak rain from the cedar deck above. Not sure how to design it to get approval and meet building codes. DO NOT want to remove deck or put in solid floor on upper deck.

    The deck and screen porch were designed and implemented by Colette and Co. You can contact Colette: colette@coletteandcompany.com. I believe its common to install and underdeck drain to accomplish this, but, in my experience, you are correct, there are lots of gotchas as it relates to building permits and design. Best to use consult with experienced designers/contractor.
