@razorrudy: I have this in my own kitchen. The sash fits just barely below the countertop - no stool or apron. I wanted to be able to see as clearly as possible out these windows, not having to raise them even enough to accommodate trim. I can't imagine what safety issue there would be - you're simply using your countertop essentially as the stool.

I would think having at least one low counter, to fit under a low window sill, would be an asset in coming years as the population ages and more people have issues dealing with normal to high counter tops, due to wheelchairs, etc.. If one cooks in large pots, as in making stock, a low counter can be a godsend.
