Where does one find rough juniper like that pictured in Portland, OR? It's not exactly a widespread material.

What would several applications of vinegar do to the acidity of the soil? And what about the micro-organisms in the soil?

Yes, the vinegar can be effective but it comes at a cost. over time it will turn the soil alkaline with repeated use. A more effective technique is to plant more densely or to let the weeds be or remove them by hand.
