"# of characters left" for the keyword section always changes

every time I go to change my keywords, it tells me there is a different # left than the last time. For example, a week ago I started to go into all my photos to add 3 more keywords and I had lots of characters left. Today I go into those same photos and it says "Characters left -173".
I am so tired of adjusting the amount of keywords to only realize that the next time I go in, the amount allowed has changed again. Please help!
