Depth of pool deck from Top of deck

I am building a pool, with an in water "sun deck" and I am loosing sleep over the depth of the sunning area and the first step off of the sun-deck. My contractor keeps telling me 5", I keep saying 11 or 12 from the top of coping. The step off the sunning area is also puzzling me, he keeps saying 12", I know I do not want a 12" step...but what do I want? What is your, and is it comfortable to set a chaise lounge in the pool? Thank you!

So you've probably found your answer but this came up in the question search. I think water should cover the baja ledge area by 6" to 1'. Steps in pool are normally 6" to 8" I've seen them as tall as 1' but don't recommend that.
