What for is the thing that's hanged on the backsplash above the stove?

I've noticed similar items above/behind the stove or sink, but I can't recognize them and I don't know the purpose of them. We're renovating the kitchen, just deciding what faucet will be for the kitchen sink, so we're quite curious about it. If you can please tell us why this sink has two faucets:
