hydroseeded lawn

We moved to northern Idaho at the end of January (new construction). In mid March the landscaper came by to hydroseed. I asked if it wouldn't be better to wait until it warmed up which would have also allowed me to "de-rock" the yard. He said it wasnt a problem. The hydroseed would be o.k. and start to grow when it warmed up. He also said the rock was not a problem. It is now five to six weeks later, it's been over 50 degrees for a couple of weeks now, I have fertilized twice with a 16-16-16 and I still have next to nothing for grass. Do they need to re-spray or will it take off?
