Name That Plant!

Central IL plant

This is my first time posting here, so I hope this link for my photo works.... this plant is growing in full sun in my garden. Reddish tinge to the leaves. Have seen it three summers now but it never flowers. Is it a weed or what? Thanks so much.

Looks like Phlox. But no flowers is a puzzler.
