C franchetii is not dissimilar. But I am not a Cotoneaster connoisseur.

I think you are! The leaves are grayish and underneath they are whitish. C francheti, AKA Gray Cotoneaster it is. Thank you.

Cotoneaster lacteus also very similar in appearance and very commonly planted here in the PNW. And as there are literally hundreds of species and cultivars of cotoneaster, tricky to make any hard and fast assumptions on what exactly one has :-))

Actually, I believe gray leaf cotoneaster is C. glaucophyllus.

Most likely to be one of the species or cultivar commonly sold locally at major nurseries or big boxes, unless it is part of an unusual plant collection.

I had only gone 5 blocks today in Portland on foot before seeing an identical cotoneaster.

C franchetii was just a suggestion. Please don't take it as a hard and fast id. As others have explained there are loads of Cotoneasters and some are very similar.

C. lactus produces large broad leaves and up-facing heads of many white flowers.

Thanks again for all the responses. Thought I would add a photo of the underside of the leaves. They are whitish and soft, feels like velvet. Are those characteristics difinitive? Thanks.

Nope. C. parneyi, very common locally, is identical underneath, but has larger, spoon-shaped leaves and is a much larger bush.

Your variety could likely be identified if a sprig were taken to a local nursery.
