if its a mock orange..

and if its an unnamed variety ...

which is obviously aggressive.. as many of the unnamed weed like ones are ...

its about 10 feet too close to the house.. and probably will never smell

i have two of this type.. and they are about 10 feet tall..; and 12 feet wide ... and have a bazillion quarter sized flowers and barely a scent...

i have other less aggressive ones.. that have silver dollar sized flowers.. that you can smell from a hundred feet away ...

its form.. makes it look like a recent planting.. some flowering shrubs can take a few year.. to get their act together.. and bloom with vigor ... and that SMALL brick planter area is not going to work ....

but it never will if it keep getting cut back ... and if you have to do that.. and dont get the smell.. i dont know why he would want this rather ugly bush outside that glorious window ..

frankly.. this thing needs go go out ont eh property line somewhere.. and be replaced with something smaller ....

get a pic of the whole area... and visit the perennial or shrub forum.. for suggestions....

While some varieties can get quite large with judicious pruning it can still provide flowers and fragrance which is why it's planted close to the window.

So this is a Mock Orange? When would be a good time to prune it and how do you prune it? How much should I remove? Thank so very much. Should it be fertilized, if so, with what? Thanks again everyone for all your help.

If you prune it now you will get no flowers next year. If you do prune it, and you don't have to, it needs doing immediately after flowering.
