Also my cacti flower bud have been on for months after flowers and my old lady cactus isn't growing

It is a relatively safe fertilizer as long as it is diluted well (preferably much more diluted than the label suggests if for cactus)... most cactus need extremely little fertilizer but 'tolerate' it sometimes... you may find that if you stopped using it, your plants would look and bloom just the same.
