I don't cut mine down. I leave until it is brown and at that point I check to see if the stem will twist off gently.

I guess so. I don't dig down to see. But it takes a while for them to get brown and dry. You don't want to tear off pieces of the bulb.

Generally, when the leaves turn yellow and fall, it is safe to cute them back. I leave about a 2 inch stub above ground level. This serves as a marker, too, so I don't accidently step on them while doing Spring cleanup. You don't even have to pull out the old stub in the Spring as Mother Nature will do it the natural way, but if you so chose to remove it, it will be as easy as pulling it from butter.
