There are some evergreen plumies that do not go dormant. I have a Singapore Pink (currently in bloom: yay!) that has never gone dormant because it's an evergreen.

But the regular ones need to and will go dormant. I've spent a lot of time in the tropics, and finally asked a nursery owner in the Caribbean. She told me that in locales that are warm year-round, the plumie will just pick a time to go dormant. And, indeed, there were some on the islands that were dormant while others were lush and blooming. Up here, most of them go dormant in the fall.

Some "experts," however, recommend that new seedlings should NOT go dormant their first year.
