Laminate, carpet or vinyl plank over concrete on lower level

We are buying a house with two levels, and my cats will be confined to the lower level. There are two finished rooms which are currently carpeted. The house is on a slope, so the rooms are at walk-out level on one side but a little below grade on the other. For warmth, I would prefer more carpet, but my experience is that as cats age, that's a bad choice. I have glued-dowm laminate in my current home, and it's been indestructible and cat-proof for over 10 y ears, and it's looked fine.

However, I don't know how it would work over concrete on the lower level. I have seen some really beautiful looking vinyl planks at a flooring store here, but I know nothing about it.

Any observations welcome.
