Is it possible that a previous owner made a deal with the electric company to allow them to turn off the AC during peak times? Maybe that's just a California thing...

Is the thermostat calling for cool? (is the light/text showing cool)

most likely: is set for set back (go manual and turn down to 60 and see if kicks on)
next most likely: you have one of those government "smart" units that shut you down during peak use
least likely: something physically wrong

The utility-controlable t-stats that I have been exposed to in the homes of others in different states, would only be off for a relatively short time. That means not involuntarily off for hours at a time.

Could the problem be on the capacitor on the condenser unit outside?
