persistent tackiness

A windowsill painted with water-based trim paint remains slightly tacky even after three months: it feels dry enough, but you can feel it resisting just a little when you remove a ceramic bowl left on it for a day. Heavier objects can take a little bit of the paint with them.

I would like to fix this with a recoat. I was wondering if adding a layer of matte polyurethane on top would seal it better. Any suggestions or critiques welcome.

Details: the sill is primed wood covered with two coats of Devine "luscious," to which I added a little bit of floetrol.

It's called blocking and is exacerbated by high humidity. I suspect that the added Floetrol is contributing to the problem. Certainly polyurethanes are less susceptible to blocking but if the coating is white, you might see a color change.
