It's a Peperomia, but I don't know the species. These mainly (?) South American succulents aren't as widely grown as they perhaps should be - I can't tell you for sure, however, as I've never grown one.

Looks like Peperomia asperula, but there is another one similar looking. (Ain't there always.) Very NOT frost tolerant. Break a leaf and smell it. I think this one has the common name of sweet shrub.
