seeding new lawn and crabgrass

I'd like to restart my front lawn this fall. We had a very hot and dry start to the summer and as I do not do much supplemental watering the crabgrass took over. How can I beat back the crabgrass so the fescue can get established without spraying? HOA would kill me if I tried to solarize in the front.

Where in the world are you? The USDA's Plant Hardiness Zone 7b tells us very little except which plants will survive a normal winter in your area.

Tilling now would work. If you plan on seeding cool season grasses that would be the best way to get a lawn started now since most cool season grasses can be seeded between August 15 and September 15 and still get good growth before colder weather sets in.

The quickest way to get a lawn in would be to till the crab grass in and sod.
