Is this porch rubber roofed?

Yes it is rubber - you can tell from a little up the wall flashing visible on the brick facade, where roof meets house wall.

However being in flat roofing biz for over a decade, i would not advise to use rubber. Instead go with PVC - you will never have problems with it, and cost difference is minimal.
