What’s wrong with my tulips??

Hi all,

This is our second summer in this house. Last year, the tulips that were planted (not by us) in the front garden died pretty quickly at the start of the season so I cut them down and hoped for the best this season.

we’ve had pretty good weather recently - it’s been somewhat cool (i.e. 18-20 degrees Celsius) and a fair amount of rain and sun. Here is what our tulips look like, though. Those that have bloomed are somewhat wilting already, and those that have not seem to be shrivelling slightly. My neighbour’s tulips, although not yet bloomed, looks healthy and strong.

What could be wrong?

p.s. ignore the dead rose bushes in the back. Those never bloomed even last year so I am fairly certain they have been dead for a while and need to be dug out :(
