Not knowing where you are...I can only offer the platitude that tulips are often regarded as annuals in much of the country. One bloom, rip out...done.

I’m in Ontario, Canada. I don’t think tulips are annuals here. I have a few in my backyard that have bloomed and look amazing. The only thing I can think of is that my backyard gets full sun, and the front garden is shaded by a big mature Linden tree. So I don’t think the tulips there are getting much sun at all. Maybe I will replant the bulbs in the backyard and see how they do next year.

Don't cut the tulips down after they are done blooming. Wait untill the leaves turn brown. The leaves collect and transfer energy to the bulb for the next year flower. This goes for all the bulbs that bloom in the spring.

You can do either...but unless you want to move the entire soil block containing the root system, you should wait till the foliage turns fully yellow (just before dying back). That way you can locate the bulbs. In summer, you would have no way but just digging for gold...

Tulips are definitely full sun animals..and would grow on rocky drier habitat in the species native habitats.

I agree with dbarron. Wait till die back before you transfer. Also forgot to tell you to dead head the flower after it is done blooming so the plant doesn't use its energy making a seed pod.
