Dragon Fruit Seedlings Not Growing

So I planted some dragon fruit seeds probably a couple months ago and while they grew into seedlings, they never got past their cotyledon stage and are now just sitting there doing nothing. Is this normal and if not what can I do to fix it? The plants are still alive and I don't think they're focusing on root growth.

    Maybe they are stalled by winter conditions. Are they getting plenty of warmth and light?

    I had them under a grow lamp for 12 hours a day until recently. I didn't have them on a heat mat because I thought the over 75°F room temperature would be enough but I might try a heat mat now.

    Have you read any directions for how to grow this plant from seed?
