Keep in mind, those have to be accessible to the maintenance people. I have one as well (in my case, I've trained myself not to see it, but mine is not that horrible light phthalo green, either.

Fortunately, required access tends to be rare, but if they do, they will and have the right to remove anything that blocks their path, which they'll happily chop off or rip out and toss into your lawn.

Short vines that aren't very aggressive like the smallest of the clematis might work, but even those are going to get kind of lumpy there. "Alaina" comes to mind; at 4' tall, it would double over once, but spread is pretty small. Many other vine-type plants are simply going to try to take over.

I don't see your locale (if it is there, sometimes people don't), so I'm not sure what to recommend. The Soft Touch holly is a shorter holly plant; I can't tell if it would be tall enough at 3' tall and wide maximum, but it looks like it. It's easy to train and a slow grower, and I constrain mine to be much less wide than that with a once-a-year clipping. It has the advantage of being an evergreen, but would also be one of those things that got torn out and thrown away if somebody needed to access the box.

There are certainly a ton of things that would work and your local nursery will be able to help--and now's the right time to plant (or close) for most temperate regions!

You can not plant a vine on the utility box. There also looks to be a meter box to the left which you can not obstruct. Since the annoying view you showed seems to be from inside the house looking out, the solution is to create a planting bed on the house side of the ugly protuberance and meter box. A few small shrubs in a small bed will hide it from your view. Just close your eyes when pulling into the driveway.

I don’t know how much of the lawn area belongs to you, but I have three ugly boxes to contend with, and I just decided to make it all part of the landscape. I was told no bushes or trees, so this is what I came up with. Some grasses, supertunia (Vista), rudbeckia (American Goldrush), and a couple salvia.

My neighbor has ornamental grasses planted around his, 3 clumps. The grass is a type that doesn’t get taller than 4’. The clumps are a fair distance away from the post so that when the grass is in full growth there’s still a foot or so of empty space around the post.

Ideas using Firehouse Nandina (if zone 7 & up) & Limemound Spirea. Substitute Yaku Jima Miscanthus or Little Bluestem Grass if colder than zone 7.
