Where does snow removal go in the winter? How much snow is thrown by the street plows? That can be a consideration for the half circle space. But a fence would work fine on the side and back of your property.

Snow removal isn’t a concern. If I install a fence it will be about 10’ off the street

A bench by the door would be nice. The shutters should be removed. They do nothing for the double windows. Low shrubs and ground covers would not block your sight lines when entering the road.

What kind of privacy do you want? To protect views into your third floor window? Or just the porch? If you want privacy from the 3rd floor, then find a lovely tree and make that the basis of your semi-circle garden. If you just want shrubs, I'd plant a dogwood, some viburnums, and some fothergillia.

Just looking for a little privacy in the front of the house (front patio under the overhang)

I would accentuate the beautiful circular drive with bold flowering plantings along the curved borders.

For the outside of the curve...the house side...plant rows of flowering cherry trees from the house to the street ( trim to a mature height 10-15 feet so probably a dwarf variety). They will soften the lines of the house as you approach.

Then for the inside curve, flowering bushes like hydrangeas or camelias, whatever thrives in your area.

For the porch, paint the front door a bold color as a focal point. Add some potted plants and a colorful door mat. A couple of Adarondack chairs painted to complement the door. Some hanging Boston ferns.

I'm not so sure about removing the shutters. If they were black or dark charcoal, then with the white siding, it reminds me of a classic Colonial Farmhouse with the Cherry trees.

The trees could be tall enough to add privacy to your upper deck. Some flowering plum trees have beautiful purple foliage. You could plant taller bushes at the ends of your porch.

A porch railing like on this house would work for your porch. Paint the fence under the deck the same white as the house color. It will help make the width of the house feel more in scale with the height and ground the porch and the right hand side. See below.

I think I would remove the shutters. They don't belong on the bow window anyway. Paint the door black.
