Bill's Painting

We hired Bill Martinez to do some work in one of our bathrooms, and he sent an electrician to put in an exhaust fan, and Bill was to come back once he was done to remove the wallpaper and paint but he never showed up or acknowledge my text or returned calls. Here is what I encountered: He recommended an electrician to install an exhaust fan/light in the bathroom. He neglected to put the exhaust vent on the outside, so now the damp air is going up into the ceiling which can create mold or rot the wood. When I informed Bill of this issue, he told us he would do it himself and would come back to finish it. It has been over a month and I texted him. He told me the electrician was not compensated properly. We agreed on a price and this is what he comes up with. He still has not texted or called to confirm if he will finish the job. The electrician was paid in cash for the materials, 3 exhaust fans, switches and roll of cable, and for the work done. He electrician, Ariel, kept the receipt just in case he needed to return anything. I contacted Ariel who told me he was going to look for the receipt and he had some of the materials at home. We have the 2 remaining fans and switches. He told me I could return the materials to Home Depot and could get my money back (Bill also told me the same thing), which it would be over $300, but as anyone knows Home Depot does not give you money back without a receipt instead they'll give you store credit. I would have to do a lot of shopping in order to use it all since normally I only buy small items from them. We also wanted him to remove some wallpaper from the bathroom and he told us he would call us when the tiling was done. He asked him to give us a quote and he was very evasive and would not commit to a date because he has other jobs. I stopped waiting and decided to try it and finish it myself, which I did. He has done some sheet rock and minor repairs for my mother-in-law. She had a flood about 2 weeks ago and needed a basement pump and sheet rock replaced but we would not call Bill again. I believe if you're used to doing business verbally or handshake you should stand by your promise or words and Bill has not honored his words or kept his promise, so how can you trust someone with lack of integrity.
