I would not worry too much about them. This past summer, I actually saw two plants which grew that way for some reason. The roots were on the top and draped down over the bulb. The stem was like a crook as it came out from the bottom. That was heavy soil and the bulbs apparently were unable to properly position themselves. I would not suggest planting cloves that way but also know that it shouldn't kill them.

It was several years ago, but I saw information that assured me that if garlic or other bulbs was planted upside down, it would correct itself during the winter. I'd let your garlic go and let it correct itself. I think it might be more damaging to dig it up for replanting than to let it stay in the soil. I think you'll do well not to disturb it.
