Dollars to donuts, it's Eucalyptus globulus but would need close up of leaves and bark to confirm. Regardless of type, if it's in California, it's probably not a 'good' euc.

Of the various euc species one finds in CA, globulus is by far the most prominent. I read somewhere that in the early part of the 20th century, something like 10 million of them were planted, mostly by speculators for commercial timber production and by land developers. In rural SoCal, they were planted as wind breaks to protect citrus orchards from Santa Anas. And it is probably the most invasive, seeding easily where it receives adequate moisture, mostly along the coastal belt, where it benefits from fog.
