Transplanting of tip propagated plants

In August, I propagated several dinner plate hibiscus from a larger plant that has grown in my garden successfully for 3 years. The tips are now growing in containers and are roughly one foot in height.

Question...do I bring them inside this winter and continue to grow them in pots until the spring or is it okay to plant them outside and protect them with mulch?

    I would bring them inside for the winter and plant them outside in the spring.

    I'm in Zone 7 too, and my new plants stay outside on my west facing front porch. They are sheltered from the worst of the freezes and I water only about once a month and they do fine in the pots.
