I doubt it. I've tried a few purple ones with no luck. They just aren't very winter hardy. (Nor do they like hot humid summer weather, but the winter is the more limiting factor)

There is hebe that will grow in the mid-Atlantic, but I haven't figured out which one it is. I've had a for 3 years now and it came through last winter (which was actually normal, but considered cold by some) just fine, although it's probably more of a "zone 7b" than a "zone 7a" plant. It might be some variety of Hebe pinguifolia. It's not spectacular but is distinctive looking.

FWIW, Joy Creek lists several a couple purple ones as zn 7 hardy. (that was my source). You might want to email them for tips on which purple one to try on the East Coast, they might know of a customer success story - although I doubt it.

A variegated plant is typically somewhat weakened by its variegation so I'd suspect this one is even less likely to do well than a non-variegated purple one.
