My guess is it's still too early - I am in zone 8b, and mine are JUST TODAY showing growth from the roots. Be patient another month or 6 weeks.

What varieties are they? There are very few Passifloras that would survive outdoors over winter in Oregon, except the root hardy types. Scratch the vine and see if there is any green. If not, then the vines are dead, but may come back from the roots depending on the varieties. It would still be way too early to see any new shoots from the roots.

I'm sure you are right about most of Oregon, but along the coast there are even regions that are zone 9b (same as where I am in the SF Bay Area). A woman I know there is trying to grow Tacsonias in the ground.
