white flaky stuff on my sabal palmetto

My double potted cabbage palm is finally showing real signs of life (noticeable growth and a new spear even) but between some of the leaves on the emerging fronds there seems to be a white flaky substance (as it's July and these palms get 10 full hours of sun I just can't belive that it's mildew) any ideas what it might be?
