If you are using the soil to repot a plant that already has roots, you don't even need to pour boiling water on it.

If you are rooting something, I would use peat & perlite in a 50-50 mix.

For seeds, you should sterilize it, or better, use the peat mixture too. Peat keeps your seedlings from 'damping off', a deadly condition caused by a fungus.

Definitely use it to amend the soil in your flowerbeds. But, make sure the manure is well composted, otherwise it might burn your plants. It would be great to use in a new bed if you did the lasagne gardening thing with thick layers of newspaper then layer the manure, soil then mulch on top. Let it sit until fall and then it should be ready to plant.
