Mugwort apparently likes to grow in soils similar to those that most gardens and lawns provide so it is difficult to eliminate. Studies by Virginia State University indicate that it does take a lot of glyphosate to control this invasive plant. The best means of control is to dig the rhizomes up, and this is one plant that probably should not be composted since people that have done that have found it growing where ever that compost was plunked down.

It seems to like to grow in most any soil, unfortunately. Tilled, compacted, amended, rocky, does not matter. Digging up the rhizomes can be difficult, as they spread rapidly. Now in the spring when the ground is soft I have better luck pulling more of them up.

I had read elsewhere that it is bad to compost any plant that spreads from rhizomes, so I will certainly heed that advice. Thank you! I don't think there are any easy answers when it comes to this awful plant, unfortunately. I suspect it came in with a load of topsoil, since it does not seem to be on any of the surrounding properties.
