Low-VOC or not...paint will stick just fine to BIN.
I used BIN primer in my family-room a few yrs. ago, topcoated with RL paint, which has been Low-VOC for years now.

I think you could gold leaf dog poo if you did a coat of BIN first.

I painted a cheap, ugly pair of nightstands that were made of pine, except the top, which was formica glued to MDF. Sprayed a layer of BIN on the whole mess, painted with Behr, and it turned out great.
