They are old tool "boxes" that were common up until mass produced metal tool cabinets came into being. These have just been cleaned up and repurposed. ANY old barn has some of these. The Amish still use this same construction for their farm storage and tool boxes. (BTW - it is two sides of one box - split in half.)

These are actually palette shelves made from recycled palettes.
