!Ninebark getting white mold? And black bugs? Help! I'm a new Gardner!

My ninebark plant/tree is getting what I only know how to describe as white mold. In addition my plants keep getting these little black bugs. Many of them in fact it's disturbing. What should I do? How can I get rid of these two problems??? Someone please advise. I am new to gardening!!! Pictures in the comments.

treat it with a baking soda solution: http://gardening.about.com/od/gardenproblems/qt/PowderyMildew.htm. I have had the same problem wit the powdery mildew. Fungicide will help, or the above baking soda solution.I don't know about the black bugs.

The black bugs were probably black aphids. You can buy a little screw on thing for your hose called the Bug Blaster and get rid of most of them. But you'll have to repeat of course. There are also Safer brand (I think Green Light? is another less toxic brand) sprays for both powdering mildew and aphids.
