Ground Cover for OH Slope

We are considering Sherwood Purple Creeping Phlox, but we want the best possible groundcover for erosion control. Creeping wintergreen seems to have deeper root cover...but we don't like it as much. It is a partial to full shade area that drains fairly well.

1) Is the root system difference between phlox vs. wintergreen that important when it comes to controlling erosion?

2) What shrubs or other OH-native plants could we grow along with wintergreen or (ideally) Sherwood purple creeping phlox?

I have tried but for the life of me, I can't find a way to post! I've tried on my laptop and on my phone. I can search through garden forums but I don't see any way to post. I am probably too tired and missing it...help??
